Simple to use, just connect the unit between cable box or digital TV converter and the TVs audio input. It 'normalizes' the sound, trying to keep it at an even level through your speakers.
This board is solid fiberglass.

Boomer: I mangled the foam feet getting them off of my unit, I might try to use a paper hole punch on some rubber or dense foam to make new feet.
Since TERK's name is on it, could they themselves have changed the circuit and distributed new units before Audiovox took over selling these?
Is it a phenolic board? I almost wonder if the ICs are analog, even op-amps. Any mention of "Octiv" on the label? I might even guess that those transistors next to the ICs could be FET variable resistors used to vary the gain of the chips, just speculation, without knowing the part numbers.
This version of the Terk, and the Audiovox versions have an issue with 'pop' noises in the audio.
